Zur Zeit gibt es keinen konzeptionellen Diskurs über die Weiterentwicklung der Europäischen Union. Dieses strategische Defizit hat Europa in eine Sackgasse geführt. Eine Folge daraus sind etwa das britische Brexit-Votum oder das Erstarken nationalistischer Bewegungen. Dabei sind Offenheit, Kreativität, Innovation und die Fähigkeit, sich gänzlich neu zu erfinden und die eigenen Grenzen zu überwinden, ein konstituierendes Moment Europas. In seiner Geschichte hat Europa mehrfach gezeigt, dass es zu innovativen Neuanfängen in der Lage ist. Und einen solchen Neuanfang braucht es angesichts der großen globalen Herausforderungen und geopolitischen Umbrüche heute mehr denn je.

„Re:thinking Europe“ ist der Beitrag des Rates für Forschung und Technologieentwicklung zur Diskussion über die Neuausrichtung des gemeinsamen europäischen Projekts. Die einzelnen Artikel dieser Anthologie zeigen Wege und Strategien auf, um eine wettbewerbsfähige und dynamische europäische Wissensgesellschaft zu etablieren, in der Innovation als Motor für Wirtschaftswachstum  fungiert, die digitale Transformation gelingt und gleichzeitig soziale Kohäsion sowie nachhaltige Entwicklung gestärkt werden. Das Buch liefert Ideen für die soziale, wirtschaftliche, digitale und ökologische Erneuerung der EU. Und es wirft die grundsätzliche Frage auf, welche Rolle Bildung, Wissenschaft, Forschung und Innovation dabei spielen sollen.

Der Rat für Forschung und Technologieentwicklung ist das Beratungsorgan der österreichischen Bundesregierung für bildungs-, wissenschafts-, forschungs-, technologie- und innovationspolitische Fragestellungen. Ziel seiner Arbeit ist es, einen unabhängigen, evidenzbasierten und wissenschaftlich fundierten Beitrag zu einer informierten, lösungsorientierten und handlungsfähigen Politik zu leisten – mit besonderem Fokus auf die relevanten Zukunftsbereiche.

Recently, the European Union has been lacking a comprehensive discourse about its future. This strategic deficit has led Europe into a dead end resulting in UK’s Brexitvote or the growing influence of right-wing nationalist movements. And yet, openness, creativity, innovation and the ability to reinvent itself are a constitutive element of Europe. Throughout its history, Europe has frequently demonstrated
that it is capable of innovative restarts. Today, given the global grand challenges and geopolitical shifts such a restart seems overdue.

„Re:thinking Europe“ is the contribution of the Austrian Council for Research and Technology Development to the advancement of the common European project. The articles of this anthology sketch ways for and strategies towards a competitive and dynamic knowledge-based society and economy, which is based on innovation as growth engine and a successful digital transformation as well as the capability of greater social cohesion and sustainable development. The book provides ideas for the social, economic, digital and ecological renewal of the EU. And it poses the question of which role education, science, research and innovation might play.

The Council for Research and Technology Development is the advisory body to the Austrian Government for education, science, research, technology and innovation policies. The main goal of its work is to provide an independent, evidence-based and scientifically grounded contribution to an informed, outcome-oriented and effective policy – with special focus on the relevant areas of the future.
